Release of new versions of PHREEQC and PHAST

Version 3.1.3 of PHREEQC programs and version 2.4.7 of PHAST programs were put on the web (http://wwwbrr.cr.usgs.gov/projects/GWC_coupled) on August 6, 2014.  The revision fixes some bugs, including a thorough investigation of memory leaks and other memory errors. This revision should fix memory leaks that had been reported by some IPhreeqc users. The one bug fix in PHAST is related to gas phase calculations.
