Version 3.1.6 released

Phreeqc, PhreeqcI, and IPhreeqc version 3.1.6 were put on the web today, January 22, 2015. This and the previous two versions addressed several minor bugs. One file was missing to make IPhreeqc on Windows computers. A function DIFF_C was added to retrieve the diffusion coefficient of an aqueous species.
