How to calculate speciation and ionic strength from element values

Hi
I would like to know if it is possible to get the speciation and ionic strength just from the element values.
Imagine that I have the elements concentration (mol/l) and I assume that the volume is 1, hence I know the number of moles. Therefore, I have the total_h, total_o, -cb (charge) and all the other totals of the elements in the solution e.g. Cl, Na, ...
Is there a way to get the ionic strenght using Phreeqc?
I have try with iPhreeqc to get the ionic_strength by applying solution_raw and the command iphreeqc.RunFile( "file_name"). But it does not seem to work, since the ionic strength must be given in the solution_raw file (also other parameters like activity of water, temperature, etc. must also be given in the file that contains the solution raw).
Furthermore using iphreeqc.RunFile( "file_name") and solution Raw. It seems that it only set the values and does not run the file.
What can I do to have the ionic strength only from the element values?
Thank you
